La técnica censal (202-1) ha llevado a establecer una distinción entre la población residente1 o población con residencia habitual1 o población de jure1 o población de derecho1, (es decir con referencia al lugar donde reside habitualmente) y la población presente2 o población de facto2 o población de hecho2 (presente en la vivienda el día del censo). La primera está compuesta por el conjunto de personas presentes3 (en el lugar de su residencia habitual el día del censo) y por los ausentes temporales4 (es decir, las personas ausentes de su residencia habitual al momento del censo). La segunda está formada por el conjunto de personas presentes y por los transeúntes5 (en la vivienda el día del censo). Estas dos formas de empadronar una población no producen el mismo resultado, aún en el caso del total de la población del país. Se entiende por residencia6 o lugar de residencia6 de un individuo el lugar donde éste habita corrientemente. Los miembros de colectividades u hogares colectivos (110-5) constituyen la población en colectividades7, hogares colectivos7 o personas que viven en colectividad7. En el censo suele haber reglas especiales para empadronar a los vagabundos8 o personas sin residencia fija8 o sin domicilio8 o que tienen varias residencias.
- 6. residencia, f. — residir, intr. — residente, p.a.: en los casos de residencia múltiple se distingue entre la residencia principal y una o más residencias secundarias. Domicilio es un término técnico legal que designa el lugar donde una persona se considera que reside para efectos legales y puede diferir de su residencia habitual. En demografía se prefiere hablar de residencia en lugar de domicilio; el sentido jurídico de domicilio podría producir, en algunos casos, errores de interpretación. En América Latina la población de jure equivale a la población según su residencia habitual.

Con fines administrativos o de estudio a veces se cuentan por separado, después de censados, los miembros de colectividades: alumnos internos de establecimientos de enseñanza, militares que viven en cuarteles, condenados, presos, asilados, etc. A este conjunto de personas, en consecuencia, se lo distingue del resto de la población enumerada en cada área, es decir de la población residente.
- 8. Estas personas constituyen la población flotante, sin embargo tal denominación ha caído en desuso a fin de evitar la confusión que se produce al usar el término para la población en colectividades.
